The Effective Practices in Community Supervision (EPICS) model is a new approach to probation that combines monitoring and supervision with practical help and support. Loyola University Chicago’s Center for Criminal Justice collaborated with the Cook County Adult Probation Department to support the development, implementation and evaluation of the EPICS program in Cook County. This report reviews EPICS during the pilot years, with a focus on evaluating EPICS processes that were key to the program design and to an agency-wide transition to the use of core correctional practices.
