Loyola University Chicago worked with the Rockford Police Department, Winnebago county criminal justice agencies, community groups and organizations as well as state criminal justice agencies to design and implement a focused deterrence project. The planning process involved gauging residents’ perceptions of crime and responses to crime in Rockford, with an initial survey in 2017 and a follow-up in 2019, after the focused deterrence project had been operating for a year. This report compares community responses across the two surveys.
